Hose pressure is forcing water up through the engine, not the water pump. The water pump should be the FIRST thing to look at whenever there is any sign of overheating.

Pull the small primer hose off the hose barb on the top of the top carb. Turn the key to on, and push in on the key. If the motor cranks when you jump it there are a couple of things that it could be, a bad 20 amp fuse, starter solenoid, ignition switch, safety neutral switch, or bad wiring. (I'm assumming the control box is in neutral). The 20 amp fuse is on the motor in a red wire coming off the solenoid. You could put a set of 1 5/16" large bore carbs and high compression heads on it. The only optional pistons are the .030 oversize, which don't add many cubic inches.
