I login to their website and this is what that page says: "You can only deactivate your PlayStation®4 system directly from the system itself." In the account management section, under media and devices, there is an option to deactivate all devices associated with your account that can be used once every six months.
On the website that's supposed to give me the "deactivate all systems" option, the only thing I see is "There are no activated devices." And when I try to activate my PS4 from the account management screen in the settings I still get the message that my "account already has another system activated as its primary PS4".
