Is hyper flash turn signals illegal

OK. Maybe I wasn't too clear. ALL lights work, inside and out for the left and right turn signals. Only problem is the left, front, back and inside indicator all hyper flash. I just took the bulbs from the right and installed in left. Same thing. Hmmmm.
