Low suction pressure high head pressure

My suction is running at 45psi and head is at 110psi. I checked evap coil and filter and both were clean, so I figured it was low on R22. I added 7 lbs. (factory charge is 7.25 lbs) and pressures did not change. The suction line is frosting up to the compressor. I'm starting to think I have a bad reversing valve.
