It's weird that you have to buy a 2021 Limited or Platinum to get both roof rails and a spare tire but Toyota sometimes does wacky things. I doubt that a special order could be done to get both on an LE but you could investigate. It doesn't look like there's a place to store the 2nd row middle seat if you get the spare tire option.
