Tuco is a classic "fool" / Falstaff character; an everyman. IMHO the joke of the film is that the "good" isn't really good, and is actually kinda bad - it's just that the "bad" is way worse! Our "good" guy, Blondie, right off the bat betrays Tuco when Tuco, the guy who literally has his head in the noose in their partnership, asks for more money.
