Zomboid server commands

I know you can do the servermsg but would be nicer to be able to do a whisper as well. I don't think anything other than a broadcast is possible, and currently if a player closes the chat, the broadcast wont even show up, our restart script is pretty much ignored because of that. Honestly /servermsg isn't working on my server either.
